Reading what a number covers, not just its size, is how two quotes for “the same” lifting end up answering different questions. This guide also covers the VAT line on a non-covered procedure and where Korea’s 2026 refund rules for international patients currently stand.
Hello, I’m Kim Yeonjin, director of UH CELL Clinic’s Gangnam branch. When a patient asks me how much lifting usually costs in Gangnam, I don’t answer with a number first. I ask what unit is written on the quote, because lifting is a non-covered procedure and the clinic sets its own price. Lining up numbers from different devices on one scale compares treatments that are not solving the same problem.
Who Sets the Price, and What Must Be Disclosed
Article 45 of Korea’s Medical Service Act requires a medical institution’s founder to disclose non-covered fees, meaning procedures excluded from national health insurance coverage, in a way patients and guardians can easily check, under rules set by the Ministry of Health and Welfare. The same article, in its third clause, prohibits collecting more than the amount disclosed or posted.
For a patient, that means the price can differ between clinics, but the posted price has to be available before you commit, and no clinic can charge above it. Asking “how much for this device, this area, this unit” gets you a far more useful comparison than asking “roughly how much.”
Three Devices, Three Target Depths
The ranking below orders each device by the deepest layer it is designed to deliver energy to. A device that reaches deeper is not automatically the right choice for every patient. Where your skin’s laxity actually starts determines which device fits, and that choice sets the billing unit on your quote.

Ulthera: One Total Shot Count Covers Several Depths
A study published in Plastic and Reconstructive Surgery Global Open describes how Ulthera switches between transducers to deliver micro-focused ultrasound at preset depths of 4.5mm, 3mm, and 1.5mm, confirming the target tissue layer through real-time imaging as it goes. The same paper reports that 1.5mm targets the dermis, 3.0mm the deep dermis, and 4.5mm the subcutaneous tissue including SMAS, and notes that the device received FDA clearance in the United States in 2009 for non-invasive brow lifting before its indications expanded to the submental area and neck.
The part that connects to price is that a single “total shot count” can contain several depths mixed together. A case reported in the Journal of Cosmetic Dermatology describes a 32-year-old man treated across the midface with 240 shots at 4.5mm and 380 shots at 3.0mm. That is one patient’s case, offered here only as an illustration of how one shot number on a quote can hide a depth breakdown underneath it.
When you receive an Ulthera quote, I’d ask for the total shot count alongside how many of those shots were delivered at 4.5mm versus 3.0mm. We’ve written separately about how we decide between Ulthera and Thermage in consultation, if that comparison is the one you’re actually weighing.
Thermage FLX: The Tip Is the Base Unit of Cost
Suh et al., writing in the Journal of Cosmetic Dermatology (2020), used histometric analysis to describe how monopolar RF devices target the dermis and fibrous septae, producing immediate collagen contraction followed by later collagen remodeling. A monopolar RF pilot study archived on the US National Institutes of Health’s PMC database describes the device as built from a generator, a cooling unit, and a handpiece fitted with a disposable tip. Thermage’s own manufacturer site states that once a tip has delivered pulses to one patient, it cannot be reused.
Because the tip is a consumable, that structure shows up directly in the quote. If a tip is built to deliver a fixed number of pulses, adjusting the shot count slightly may not change how many tips the treatment consumes, so it is worth asking how many tips your quoted shot count actually represents.
Tip size changes what the same shot count means, too. A 2026 study in Lasers in Medical Science split 28 patients into two groups and delivered 600 facial shots to each group, one with an older-generation tip and one with the FLX tip, and reported that the FLX tip’s treatment area was 33% larger. The number of shots was identical between groups; the area covered per shot was not. Check whether your quote names the tip type, such as full-face or periorbital, next to the shot count.
Sofwave: Pulses Concentrated in the Mid-Dermis
Sofwave Medical’s 2022 announcement describes a cooled transducer placed directly on the skin surface to heat the mid-dermis, stating the device received FDA clearance for facial wrinkle improvement and for lifting the brow, submental area, and neck. A clinical and pathologic study of the technology, archived on NIH’s PMC database, describes seven parallel transducers producing a thermal effect at a depth of 1 to 2mm while preserving the epidermis.
Because the target sits within the mid-dermis, Sofwave quotes are usually written as pulses per treated area rather than depth-based shots. If your laxity involves the SMAS layer, a Sofwave-only quote and an Ulthera quote are pricing two different treatment plans, and comparing their totals side by side doesn’t tell you much.
When a Quote Combines Two Devices
If laxity involves both the SMAS layer and the dermis, a treatment plan may split work between devices at different depths. In that case, the total price is a sum of unit costs added together across devices. If your quote shows a single bundled figure, ask the clinic to break it down by device, area, and unit so you can see what each part is actually paying for.
Check the VAT Line Before You Compare Totals
A policy history archived by the Korea Development Institute (KDI) covers how Korea’s Ministry of Health and Welfare treats general medical services, such as internal medicine or surgery, as exempt from value-added tax, while medical procedures performed for cosmetic purposes are subject to it. Korea’s VAT rate is 10%, so if one quote already includes tax and another lists it separately, the two final totals are not actually comparable at face value.
I would suggest converting every quote to a final, tax-included figure before comparing. Clinics display this differently. If the line next to the price does not say whether VAT is included, confirm it on the spot.
If You’re Visiting From Abroad: Check the 2026 Refund Status
Article 107-3 of Korea’s Special Tax Treatment Control Act allowed foreign tourists to claim a VAT refund on cosmetic medical services received at registered medical institutions, through December 31, 2025. According to a 2025 Newsis report, Korea’s Ministry of Economy and Finance proposed ending this exception as of that same date in its 2025 tax reform plan.
A more recent Korea Economic Daily report states that a bill to extend the exception through December 31, 2027 was referred to a National Assembly subcommittee in July 2026 and is awaiting review. As of September 2026, the bill remained at that stage. If you are budgeting around a Korea trip, I would avoid planning your total cost around a VAT refund and instead confirm the current rule before you pay.

FAQ
Does a higher shot count always mean a better result?
The studies referenced here either used a fixed protocol with a set shot count or reported a single patient’s case, so they do not establish a general relationship between shot count and outcome. I would treat the shot count as a unit describing how densely a depth and area were treated, with the actual amount decided area by area after diagnosis.
Is the hotel recovery care included in the procedure price?
