Why Gangnam Clinic Prices Look Cheaper in 2026

2026/10/09

  • etc

When two clinics quote very different prices for the same procedure in Gangnam, the gap usually sits in what the lower number leaves out. A tax refund that used to shave 10% off foreign patients’ bills ended on December 31, 2025, discount ads are required by law to disclose their exact terms, and agency-booked packages have a separate cap on referral fees. Checking these three things before you pay, alongside how recovery fits into a short trip, is what actually makes a quote comparable.

Hello, I am Dr. Kim Yeon-jin, Chief Physician at UHCELL Clinic Gangnam. Patients who ask me why one Gangnam clinic looks so much cheaper than another are usually comparing two numbers that were never built the same way. I would rather walk you through the rules behind the price tag than the price tag itself, because that is what actually tells you whether a quote is complete. This matters most for patients arriving from abroad on a short schedule, since Korea’s tax rules, advertising rules, and referral-fee rules are hard to check from outside the country. Below are the questions I recommend asking before you confirm payment.

The VAT refund that lowered prices has ended

If an old review or price list mentions getting 10% back after the procedure, that calculation no longer applies to treatment received in 2026. Korea’s special tax provision refunding the 10% value-added tax that foreign tourists paid on cosmetic medical services was introduced in 2016 and extended several times, but the Ministry of Economy and Finance decided to end it in its 2025 tax reform plan, and the provision expired on December 31, 2025. According to Korea Economic Daily’s December 2025 coverage, the tax law amendment the National Assembly passed at its December 2 plenary session did not include an extension of this refund.

In terms of scale, Newsis reported in 2025 that the government estimated the refund at roughly 100,000 to 200,000 KRW per patient depending on the procedure. The same Korea Economic Daily report noted that refunds paid to foreign medical tourists grew from about 800 million KRW in 2021 to about 95.5 billion KRW in 2024. That refund no longer applies to cosmetic procedures received in 2026.

So when you receive a quote, I recommend asking directly:

  • Is this figure the final amount due, including VAT?
  • Now that the refund is gone, what is the total of the procedure fee and VAT combined?

A discounted price only means something once its conditions are written down

Whether the biggest number in an ad actually applies to you depends on the conditions attached to it. Article 56(2)(13) of the Medical Service Act and Article 23(1)(13) of its enforcement decree prohibit advertisements for non-reimbursed treatment discounts that are false or unclear about the discount amount, who qualifies, the period or scope, and the pre-discount price. A discount itself is not prohibited. If the law’s required information is missing from the ad, however, that price is not yet something you can compare against another quote.

Even a discount with all the required information can still raise concerns. Jeong Hye-rim, an attorney at law firm Sesung, wrote in a column published around the introduction of this discount-advertising regulation that excessive discount formats, such as lottery-style discounts or first-come, first-served discounts, can amount to the patient-inducement conduct prohibited under Article 27(3) of the Medical Service Act.

When you see a discounted price, I suggest checking that these four items are filled in:

  • Who it applies to: first visit only, a specific area, a specific age group, or something else?
  • How long it runs: does your visit date fall inside that window?
  • What it covers: how many shots, which areas, or what volume is included?
  • The pre-discount price: what is the original price, and what do you pay if your case does not meet the conditions?

Agency packages mix medical and non-medical costs

If you are booking through a travel agency or patient-referral agency package, ask how the treatment fee is separated from everything else in the bundle. Since February 15, 2017, the Ministry of Health and Welfare’s notice on appropriate referral fee rates for foreign patients has capped the commission a medical institution can pay a referral agency at 30% of the total treatment fee for clinics, 20% for hospitals and general hospitals, and 15% for tertiary hospitals. A violation can lead to cancellation of the clinic’s and the agency’s registration, or a penalty equal to the excess amount. The Ministry of Health and Welfare stated at the time that the purpose of the cap was to prevent inflated treatment fees from excessive commissions and to keep pricing transparent.

Interpretation, transport, sightseeing, and accommodation costs are excluded from that cap calculation. A package total can look low while these items are billed separately, or they can be folded into the treatment fee in a way that hides what portion is actually medical. Before accepting a package quote, I recommend asking:

  • Are the treatment fee and the interpretation, pickup, and accommodation costs itemized separately?
  • Is the agency you booked through a registered foreign-patient referral agency?

For a short stay, recovery time and logistics are part of the cost

If you are visiting for two to seven days, comparing treatment fees alone will not show you the full cost of the trip. Getting between your accommodation and the clinic, arranging interpretation, and finding time and a place to rest after the procedure all have to fit inside a short schedule. When a procedure involves downtime, where and how you spend that recovery time shapes both your itinerary and your budget.

We have built this part of the visit into our structure. The Gangnam location operates inside UH FLAT SIGNATURE Gangnam, a UHC group hotel, on the second and third floors of the WD Building at Teheran-ro 8-gil 13; the Seocho location operates inside UH FLAT The Seocho at Banpo-daero 16-gil 30. Staying at the UHC hotel means the procedure and the recovery period can both happen inside the same building where you are staying. Treatment takes place in a private room, and the Gangnam location has staff on site who can assist in Japanese, Chinese, and English.

The recovery care itself also needs clear terms before you can compare it to anything else. Guests staying at the UHC hotel can choose one complimentary option: a 30-minute oxygen chamber session or a vitamin IV drip. If you use both, the vitamin IV is billed at 55,000 KRW. The detailed conditions are posted with our promotion information.

Rather than leading with a standard package, we assess each patient’s skin condition first and design the treatment from there. How that diagnosis-first process shows up at the reservation stage is something we have covered separately in How to Check the Clinical Structure at the Reservation Stage at a Seoul Dermatology Clinic.

What to bring so your quote is accurate

A quote only gets close to your final bill once we also have information from your side. Please have the following ready:

  1. Your arrival and departure dates, so downtime and recovery can be planned inside your stay.
  2. The areas or concerns you want addressed; a few photos are enough.
  3. The name and date of any recent procedure, including ones done at other clinics; please do not leave these out.
  4. A list of medications you are currently taking; a photo of the packaging or prescription works.
  5. Any other quotes you have received, with the conditions they listed, such as shot count, area, volume, and whether VAT was included, so they can be compared on the same terms.

FAQ

Can I get a VAT refund on a procedure I receive in 2026?

No. The special tax provision refunding VAT on foreign tourists’ cosmetic medical services expired on December 31, 2025. Please do not budget for 2026 treatment assuming this refund still applies, and confirm whether your quote already includes VAT.

Can I trust a discounted event price?

Discounts themselves are allowed. The enforcement decree of the Medical Service Act requires the discount amount, who qualifies, the period or scope, and the pre-discount price to be clearly stated. Check that all of this information is present and that it matches your visit date and the scope of your procedure before comparing it to another quote.

Can I get both the oxygen chamber and the vitamin IV free?

Guests staying at the UHC hotel can choose one of the two as a complimentary option: the 30-minute oxygen chamber or the vitamin IV drip. If you use both, the vitamin IV is billed at 55,000 KRW.

If you would like to start from what your schedule and skin actually need rather than from a price list, please bring the items above to a consultation at our Gangnam or Seocho location.
